During their June 22 meeting, the Wayne County commissioners approved contracts with a number of Wayne County based organizations that provide key services to the clients of Job and Family Services.
According to Rich Owens, director of the Wayne County Department of Job and Family Services, setting the amounts for this year’s contracts with outside organizations without first having a budget from the state of Ohio lead his department “to be conservative in our approach to the budget for this year.
“We estimated our revenues fairly low and our expenditures a little on the high side so in the event that the revenue comes in higher than we anticipated and we can within our department drive expenses down, then there will be money to possibly increase some of these contracts at a later date,” said Owens.
Should the news out of Columbus on the budget front be worse than expected, Job and Family Services has the contractual ability to alter the contract amounts to align them more closely with the actual dollar amounts the county receives from the state.
“If it turns out that the state budget is lower than what we had estimated, then we will go back and amend the contracts accordingly,” said Owens.
In all, the commissioners unanimously approved 10 contracts with seven different agencies and organizations within Wayne County to provide specialized services to qualifying Job and Family Services clients, including:
- Senior Friends, a new home based program for senior citizens above the Medicaid limit who are at risk for abuse or isolation because they lack family support, funded with Title XX dollars with Easter Seals of Northern Ohio, Inc. ($29,568)
- Adult daycare center services for senior citizens funded with Title XX dollars with Gilcrest Wellness & Fitness Center in Doylestown ($29,965)
- Domestic violence victim housing and counseling services funded with Title XX dollars with Liberty Center Connections, Inc./Every Woman’s House ($40,000)
- Intensive, individual and group outpatient substance abuse counseling services funded with Title XX dollars with Liberty Center Connections, Inc./STEPS at Liberty Center ($40,000)
- Substance abuse counseling services for inmates at the Wayne County Jail through the Chemical Addiction and Dependency Education and Therapy (CADET) program funded with Title XX dollars with Liberty Center Connections, Inc./STEPS at Liberty Center ($40,000)
- Outpatient adult substance abuse counseling services funded with Title XX dollars with Your Human Resource Center ($25,000)
- Mental health and other wraparound support services for at risk youth enrolled at the Opportunity School funded with Title XX dollars with the Wooster City School District ($45,000)
- Youth workforce development program which provides youth with paid summer work experiences funded with Workforce Investment Act (WIA) program dollars with Tri-County Educational Service Center ($210,000)
- Workfirst training program which provides workforce training and placement services funded with Temporary Assistance for Needy Families (TANF) program dollars with Goodwill Industries of Wayne and Holmes Counties, Inc. ($206,000)
- Comprehensive youth workforce development training program which provides participants with occupational skills, barrier removal and literacy activities funded with Workforce Investment Act (WIA) program dollars with Goodwill Industries of Wayne and Holmes Counties, Inc. ($94,264)
